You missed one item out -- probably the most important one: providing
information to citizens. Information about laws, policies, decrees,
education, government services, health, agricultural extension, application
forms, you name it: governments have a huge amount of information that its
citizens should have access to, but don't. The Internet is a fantastic way
to make this stuff available.
