Re the message of Vikas Nath on governance and uncivil society, I am
moved to write since it is the the type of initiave that resonates for
me as an old-hand in the international development field. I would like
to suggest that anyone interested in a related initiative should take a
look at two articles I've written on how ICT could be disseminated and
the importance of promoting good governance if we are to have a
tolerable and tolerant world. On these two themes the articles are
respectively, "H-T to the Rescue" and "Poverty as a cause of war". They
