It is such a shame that work on ICT in the development arena would be published in a fee-based academic journal not only restricting its access to those who might most benefit but also running counter to the effort of many academics to produce their material in an open source format published to an accessible web site.
The academics have worked through procedures where such material can be vetted by those who must publish or perish- one of the last gates kept by the academic guilds. In the age of the Internet, and the emphasis on open source to close the digital divide, it is ironic that such an atavistic method be announced to an audience working towards breaking such barriers It is also ironic, because MIT has committed to posting all its courses and course materials openly on the web. One can only hope that the authors retain their copy rights and that the articles are simultaneously made available and linked in the web.
