Hello! As stated in http://www.gimp.org/~tml/gimp/win32/index.html, the official library (v2.2.4) uses gettext-runtime-0.12.1.bin.woe32 You can get 0.12.1 from http://ftp.gnu.org/old-gnu/gettext/gettext-runtime-0.12.1.bin.woe32.zip
If the problem still doesn't been solved, try http://prdownloads.sourceforge.net/gladewin32/glade-2.0.1-win32_with_gtk.exe?download It will NOT affect any of your original gtk+ installation and it guarantees a perfect confort of functioning.
