Are you 100% about this? I'm pretty sure we discussed this as a hard
requirement in one of the sprint sessions. Can someone please
check/confirm this behaviour in the wild (on Commons)?
The tool should skip (sha-1) duplicates by default unless explicitly
ordered otherwise by the user.
