The problem is that the registry key for the icon is set to:
D:\ghc\ghc-6.7.20070626\icons\hsicon.ico
However, the icons directory is missing hsicon.ico. This file can be
obtained from:
http://hackage.haskell.org/trac/ghc/attachment/ticket/916/hsicon.ico
