On Windows at least, the fact that building haddock for
downloaded packages has been unusable until now for other
reasons probably goes a long way in explaining why nobody
has noticed this before. And of course there's also the
issue of nobody using non-bundled packages anyway on account
of their poor stability and quality control :-)
BTW, if firefox sees a URL begining with "c:" it complains
about the protocol "c" being unknown.
