#1867: GHC 6.6.1 doesn't run on Windows NT 4.0

The download page clearly states that GHC 6.6.1 works on Windows NT -
however, it doesn't. Attempting to run GHC, GHCi, or any compiled program
yields a message about "Can't find entry point ThreadOpen in module
KERNEL32.DLL" or similar.
Note that GHC 6.6 '''does''' work just fine. But 6.6.1 does not. I have
not yet attempted to test 6.8.1.
Obviously nobody is going to change GHC. But it would be nice to update
the documentation to give a true reflection as to the working platforms.
