#2107: "make install" doesn't install local copy of manual

If I pull the HEAD, build it, and do "make install", this doesn't install
the users' guide under the prefix I specified in configure (AFAIK it
doesn't install the users' guide anywhere.) It does install the library
docs. Shouldn't "make install" imply "make install-docs" as well?
