 Okay, I found:
 http://hackage.haskell.org/trac/ghc/wiki/Building/Docs
 which explains that you have to add "XMLDocWays = html ps" to your
 build.mk file in order for the docs to get built at all. But I find this
 confusing and, at minimum, perhaps the point could be emphasized a little
 more.

 So I'm changing this to a feature request of "install the HTML docs by
 default if DocBook is installed on the user's system."
