Aye, we really shouldn't be relying on the external tar anyway. In cabal-
install we do all that in Haskell code which makes it portable to Windows
and Solaris.
Is this needed to build ghc on Solaris or is it just the Cabal sdist test
failure that you're worried about? If it's just the test case we're
worried about then I'm not sure there's a great deal of point in making
`Setup sdist` work for Solaris when it sill will not work for Windows and
we've already got `cabal sdist` which works on both.
