OK, I've filed the Cabal sdist problem here:
http://hackage.haskell.org/trac/hackage/ticket/529
For 6.10.2 we have a reasonable workaround: Use `cabal sdist` instead.
Also, I've uploaded a more up-to-date testsuite tarball as:

With it, I'm seeing these failures:
