I can reproduce this bug on a fairly vanilla Windows 7 install: installed
Windows 7, installed Cygwin, installed Haskell platform, attempted to run
cabal install cabal-install from inside Cygwin. I'm looking for debug
info. Maybe this is Windows 7 specific?
