that GHC distributes hasktags and as such is part of GHC.
That there was no progress on the ticket is completely irrelevant. That it
isn't developed anymore is also irrelevant; GHC chooses to distribute it.
Your only useful argument is that there apparently is some kind of
replacement called ghctags. Fixing the bug by saying ghctags is the
replacement could be done, if the documentation is going to be updated,
but I don't see that patch here.
Closing bugs for no reason is something you should be more careful about.
