This can be relatively brief reference material; point to the wiki for
examples and further elaboration.

Austin: this was 5 weeks ago. Have you managed to make any progress on
these points? It'd be embarrasing to release GHC 7.2 with a feature that
isn't even mentioned in the user manual!
Also Max, Austin: can you update us with the status of the linking issues.
In the documentation do we need to say anything in particular about "home
package plugins"?
