Sorry for making this ticket bigger, but I've also added documentation to
the users guide for `reinitializeGlobals` on my ghc branch here:

Max, Ian: if one of you could at least merge this to master, that would be
awesome. If Max's `reinitializeGlobals` change makes it into the 7.2
branch, I'd highly advise this be merged to so people can be aware of this
issue.
