The Haskell Prime committee announced that the proposal to remove datatype
contexts has been accepted: http://www.haskell.org/pipermail/haskell-
prime/2011-January/003335.html
I think it therefore reasonable to say "has been removed from the Haskell
language", even if a newer version of the standard has not yet been
released.
But the "and on by default" in the users guide should be removed, yes.
