Kristen,
I just placed an order and  the same thing happened to me.  I just put
my state in the other (non-US) area, and then when it took me to the
billing info.
there was a place to fix it.  I hope that helps you out.  It took me
forever to pick a frame too.  I hope all goes well with our orders!
