Independent verification is the way to handle this.
The dispensary's responsibility is to produce glasses matching the
order. In other words, their job is to match the values which you
entered in. Once they achieve this, their job is done.
Consequently, whether or not you can see out of them, you need to
determine whether or not the glasses match what you ordered.
Write down your prescription, and take it with you to an optometrist's
office, or even some place like Sears or WalMart Optical. They can
check lenses. Tell them "I just got these, and wanted someone ELSE to
verify that they're correct. They just don't seem right."
This service is usually free.
If the glasses don't match what you ordered, then send them back to
$39. Their results should be identical...and you have it
independently verified.
If, however, they match what you ordered, then the dispensary did not
make an error... The error would be your doctor's prescription, and
it would be his responsibility to make it right.
