Your comparison is not really fair. Because you were going to buy a $56.95 pair (the 1.67 lenses plus AR coating plus $9.00 extra strength fee) and are now going to be paying $69.95. So yes, the extra strength charge went up but not from what you posted above.
The Zenni extra strength prescription fee does seem to change according to the lenses you select.
