Both the NOAA CO2 data and NASA GISS surface temperature
data were released and then recalled within the last 24 hours.  I've
followed both data sets for years and not seen anything like this.

Today, the NOAA released new Mauna Loa CO2 data set at
http://www.esrl.noaa.gov/gmd/webdata/ccgg/trends/co2_mm_mlo.dat
The new file had a creation date of Wed Oct  3 02:55:24 2007.
Shortly after, the old file dated Mon Sep  3 02:55:47 2007 replaced
it.  As of this posting, the old file remains.

Also today, NASA GISS has done the same thing with at least 3
of its GISTEMP data files, switching from August's data, to
September's data and back to August's data again.

As of this posting, the three old files remain on the GISS

I've done everything I can think of at my end to remove sources
for this strange behavior.  I've dumped browser cache, and even
changed OS and browser software.

Would someone please give me the dates that they see on these
4 files, one from NOAA and three from GISS?

I refuse to hazard a guess as to what's going on here.
