#726: HTTP links in the knowledgebase should open up in a new window

If a user clicks a HTTP link within the knowledgebase the user gets
directed away from the GPLI system and needs to logon again to get back.
The preferred behaviour would be to open up the link in a new browser
window. I use external help resources extensively and this is rather
annoying behaviour.
