Super-admin can modify all
Admin can modify all except the setup of GLPI (external auth, general config...)
Normal can see all but modify nothing

2) make no sense to permit the password change to user with external
authentication. Apart that can confuse the user, could be also a
security issue (if the admins disable temporarly the main auth source,
all user that have setup a pass could still login...).
Could be hard and little usefoul to track user created from external
source or normal, database, user, so i propose simply to block password
change from some level, so you can set that only super-admin can change
the password and you are OK.

We can disable the password change if the password is empty (case of external auth)

3) could be the helpdesk user be configurable? In my setu i've just an
user like this (guest)... i know, it's a esthetic question, but i love
my guest user... ;)))

You can create a post-only user. The helpdesk user is only used to add jobs from the helpdesk.html so it is not configurable.

4) There's some plan to add multisite/office/branch management? Could
be usefoul if there's an organization (like mine) that have to handle
many local office.

It is plan for future versions to setup a frontend able to manage multiple database containing the informations for several sites.
