No, the translations are done using an online collaborative tool. You must do
the translation online
If you want an access to the tool, just ask.

I just started filling up the romanian translation using
glpi/locales/ro_RO.php. Is it enough to just attach the php file and send it to
the mailing list in order to be used by anyone who needs it?
