locked, but someone has the key.

Anyone could have opened the door, climbed aboard, and driven away, and in
some instances, would have been undiscovered for enough time to do serious
damage.

It is indeed far to easy to [steal, buy, rent] a motor vehicle, drive away

unnoticed,
and do with it as you please. Not to mention putting on a backpack and
walking where you choose.

And, once on the road, there is no real reason to stop a vehicle randomly
cruising through a down-town area. Or a pedestrian entering the subway.

The only reason it doesn't happen more often is that most would be
thieves don't have the urge to kill themselves by driving a vehicle
into a building.
