I'm not sure where you're thinking of putting the vortex generators and
for what purpose.

The 9 degree up-travel limitation is because during flight testing at 1400
lb. gross weight at full up elevator and full power, the slip-stream
pushed down on the elevator enough that the behavior of the plane was
unacceptable. This was told to me directly by Coupe designer Fred Weick.

The split elevator allows most of the slipstream to go through the split
area so there's less down-push on the tail at full power and full up
elevator.  Thus the Coupe with a split elevator better approaches the
ideal of a plane with similar behavior power on or power off (except of
course for going up or down).

I'd say the split elevator is the fix of choice.  Be warned, some ^#$%%^
fool local FAA idiots may turn down your request to convert your elevator
in spite of the fact that the split elevator was the FAA tested and
approved factory solution to the 1400 lb. gross weight, full up elevator,
full power problem.  Get your paperwork signed off BEFORE doing work on
the plane.
