I've been through this argument before, and can't remember how it was 
resolved.  The argument for the defense, however, is that the alcohol
would 
rather be with the water than the fuel, and comes out of solution, raising

the "water" level.  I recall that if the quantity of water is small, as
when 
you have water in the tank, the water attaches to the alcohol on one end
and 
the alcohol attaches to the fuel on the other.  This allows the water to
then 
go through the fuel system.

So, think about it:  If the alcohol comes out of solution with the fuel
and 
attaches to the water, couldn't you use water to extract alcohol from
fuel?  
Then, all you have to do is siphon the fuel off of the water, and you've
got 
alcohol free fuel!  The alcohol/water mix can be combined with fruit juice

and served as punch...

I understand that pumps for fuel with alcohol in it must be marked 
accordingly, but better safe than sorry.  I test periodocally, but not
every 
time.  I always buy form the same place.
