When you downloaded the file "a.txt", did it save as "a.txt", or did
your operating system attempt to rename it to something like
"a (1).txt" to avoid overwriting a file you already had on your
computer's disk?

Or, when prompted, did you tell your operating system not to overwrite
the file that was already there on your disk?

(I have not had a problem with my browser thinking it was the same
file, and needing to clear the cache first.  My browser is Chrome.
Your results might differ.)
