Does Gmail really need it expanded like this? What you have should be
equivalent to what Filip has. NOT'ing an OR is AND. I'm wondering if the
ampersand and exclamation point are the problems. Does Gmail accept those
as operators?

That looks like the best solution. I could probably simplify some of my
filters with curly brackets.
