That's odd, I would have thought it would download from All Mail since
users have complained on this forum before about receiving copies of their
Sent Items when downloading via POP3 from Gmail, and this page also
suggests that is the case:

Did you enable POP for all email under Settings->Forwarding and POP/IMAP?
