As far as applying one label and removing another, that's the standard way
labels work; they are non-exclusive.  What you're referring to (add one
label and remove another in one step) was called "move to" to simplify it
for people using a single-label (per message) system.  It's still there
(from what I can see, though I don't use it myself), you just have to
select move to instead of label.

1)  From my "gear" drop down in GMail I have a "Send Feedback" link, and
from their Help pages, searching feedback, yielded pages to report the
problem.  AFAIK that's the ONLY way to get something official to Google.
 There is a GMail Help Forum that I've seen, which apparently was monitored
by Google Employees, but this user's group has never had an official google
representative; it's always been users helping users.
2) Can't say if they are or aren't cause a) no google employees here, and
b) I'm not clear what you're experiencing that needs to be fixed by them.
3) Sorry, I can't.  I don't seem to be having an issue like you are.
 Everything is working fine for me.
