I'm guessing that you did not follow the directions from the help page (
https://support.google.com/mail/troubleshooter/1668960?hl=en#ts=1665119,1665160,2769079)
or you might have seen this line:

Unless you're using recent
mode<https://support.google.com/mail/troubleshooter/answer.py?answer=47948>
to
download mail to multiple clients, make sure you've opted not to leave
messages on the server. Your POP settings in Gmail settings are what
determines whether or not messages stay on the server, so this setting in
your client won't affect how Gmail handles your mail.

That page tells you how to do it.

I am curious, however, why you don't want to use IMAP as that will
synchronize with your mailbox much better.
