He is a fellow GMail user, like yourself (check the name of the group you joined)... and you make it stop by stopping the activity that's causing it to happen...
The better question, is why is this happening. It's most likely that either your account was hacked, or is being used for spoofing. If it was hacked, you'll see logins to your account that you don't recognize, and will see sent mail in your account. Immediately change your password, and check your backup access methods. If your account is simply being used as a form of spoofing, there's not much you can do. If the spoofed address is GMail, then it shouldn't be sending the bounces back to you, cause Google publishes SPF and DKIM records. If it's a private domain, then you should publish SPF and DKIM records. This won't guarantee that spammers won't fake your address as their from, but should prevent most systems from sending you the bounces.
