That looks exactly like where Dale dropped the CR rules. The last update to that was in 2011, so it's not surprising he forgot what he'd done or how he did it. Your change looks quite reasonable. If the problem persists, you could perhaps highlight the phrase, "do some troubleshooting of your own." I wouldn't bother unless the problem doesn't improve. Even for such a focused group (classic lightweight bikes built before roughly 1984), note that Dale has to periodically remind people of the CR rules. They are a bit restrictive, but mostly in a good way, to keep the discussion on-topic.
