I'm running XP with FF 3.6.3 and I experience this every day all day. It's very frustrating.
One thing to note is that it doesn't happen when I open some websites from the GMarks menu. Normally, if I open the GMarks menu and click on a bookmark the bookmark will open and then this issue appears (can't open GMarks menu). However, some websites (like http://www.ocoee.org/) open and this issue does not appear (I can open the GMarks menu fine). This is 100% reproducible on these web sites. Hope this helps!
