Yes, I can read Russian and I have found the problem! Thank you, Mikhail!
The problem was that the example file from wiki did not have volume
definition part. I have added following lines:
Surface Loop(1) = { 5, 8, 11, 14, 17, 20, 23, 26 };
Volume(1) = { 1 };
and 3D FEM mesh was successfully created.
