Discrete surface remeshing has been rewritten from scratch in Gmsh 4: see 
tutorial/t13.geo for an example.

As of Gmsh 4.2, it is only applicable to surfaces with small aspect ratios - so 
currently you would have to split your stl in smaller pieces. We plan to 
improve this in a future release.
