Not all the debian mirrors appear to support rsync. The Finnish,
Danish, and Swedish mirrors give the error below.[1] The Austria,
German, and Norwegian ones do appear to support rsync but complain about
ssh.
Specifically, the repository seems to want either and SSH key or a
password for the anonymous connection. The debmirror instructions in
the man page don't mention a key.
