"Best" is highly subjective.  When it launched, Google's email webapp
wasn't usable from most web browsers.

I also periodically read loud
complaints from Google's users when Google totally changes their user
interface, which also makes me wonder about 'best usability': if it's
so good, why do they change the interface so radically?

Today it is so good, because of the radical improvement. Although the
others (Yahoo, MSN) have caught up a lot...

Anyway, I should have mentioned ippimail.com which funds charities and
free software (even if they call it funny names).

Rebadging SquirrelMail? ... :-)
