Take the "of RH" out of there, and you will have a more useful statement.

While I am convinced that it is possible to engineer major changes in
software that do not result in a product with more bugs than Maine in June,
I am also convinced that such an occurrence is extremely unlikely to occur.
As such, I always wait after any major software release, to see how it works
out. I always test any major software release before putting it into
production use. I do this regardless of Red Hat, Microsoft, Novell, or
whoever. You will find even the most zealous supporters of Microsoft
advocate the same thing.

I think the parallel you draw is a fairly accurate assessment of the
situation.
