Does anyone have any experience with this system call?

I'm trying to set to the FIFO scheduler policy (for a short time of course), and get an "Operation not permitted" error back - in spite of having the image SETUID and running it as root (a bit redundant - but I'm grasping at straws now).

Does anyone have any ideas what could cause that message to be thrown?

I'm running on:

   jbd@beaglebone:~$ uname -a
   Linux beaglebone 3.2.25 #1 Thu Aug 16 13:09:39 CEST 2012 armv7l
   GNU/Linux
   jbd@beaglebone:~$ lsb_release -a
   Distributor ID: Angstrom
Description: Angstrom GNU/Linux v2012.05 (Core edition)
   Release: v2012.05
   Codename: Core edition
