Attachments to GNHLUG Twiki

I'm sure it's blindingly obvious, and I am just missing it because I  
am in a state of deadline fever, but how do I attach a file to a  
TWiki topic? I'm trying to add a copy of the Hosstraders handout to  
the Organizational wiki BrochureWare topic at:

http://wiki.gnhlug.org/twiki2/bin/view/Organizational/BrochureWare
And I've realized that the "Attach" link appears to be missing. Is  
the option turned off TWiki-wide?
