I think even getting basic cable working would probably be valuable to
people.  Even if we can only get one feed, 6-way and 8-way splitters are
pretty cheap (read as: someone(s) might be willing to pick up a couple for
GNHLUG to borrow).

At *absolute* worst, you could feed splitters with a signal off one or more
VCR's. Obviously this doesn't help you in the programming data department,
but at least makes sure all the hardware works.
