Forget this idea. Especially the low-level format. People don't reinstall linux.
Did you check what it means when lilo says LI? It's in the doc, but I don't
have time to check it now. Since you get to LI, it means that lilo is
installed, and it starts. Is the partition bootable? Just a guess.
/usr/doc/lilo will probably answer your question. Hopefully.
