The best text I've seen on this subject is contained in _The Design
and Implementation of the 4.4 BSD Operatiing System_ by McKusick et
al.  Reading this in combination with thie BSD source code might be
very useful for your task.

Also, W Richard Stevens APUE book goes into some detail about this as
well, but I suspect that for your task you might find the former book
to be more useful.

I haven't seen a Linux-specific discussion of tty line disiplines and
such anywhere yet, so reading the BSD documentation and code might be
your best bet for now.
