  I highly recommend upgrading to October (of 1999) GNOME (gnome-core-1.0.53
or later).  It fixes a number of bugs in the release shipped with RHL 6.1.

  Try accessing the "window" menu of the apps you want to stay on a certain
screen.  Right-clicking the title bar usually does this.  Look for an option
"Remember", and select "Desktop" under there.  (This assumes you are using
Enlightenment.)

  The version of GNOME that shipped with RHL 6.1 was buggier then Maine in
June; it might simply be that.

  Under the "GNOME Settings" menu, there is a "Save Current Session" option,
which I believe does largely the same thing.
