  Yes, yes, I'm talking a *safe* interface to ICMP.  :)  Such that Joe User
can send ECHO_REQUEST packets, and listen for ECHO_RESPONSE packets, but not
do anything else.

  Since I *know* someone will mention flood pinging: You can flood a link
using regular, user-accessible UDP packets, too.  ICMP is the weapon of choice
simply because there is already a command to do it.  :)
