Our encryption laws did change this year. You can find the official word
on the web site for the Bureau of Export Controls. This URL will get you
started:

They have the official regulation document there in PDF format but it is
a very difficult read. Much better is a plain english document that they
provide as a press release. It also available from this page.
Basically it is much easier to get permission to export encryption. But
you'll have to review the documents to see if it applies to your Bora Bora
example.
