Every version of Netscape under Linux I've used, from 3.x to 4.73, has
worked this way. I believe it also worked this way under Digital UNIX and SGI
IRIX, although it has been a while since I've used either.
As Kevin Clark points out, it may have more to do with the shell you are
using and its job control facilities then Netscape itself.

Netscape does that all by itself, regardless of how you start it. ;-)
Incidentally, I find that by using Netscape Navigator (not Communicator,
just the stand-alone web browser Navigator), and turning off Java (not
JavaScript, just Java), I get a huge increase in stability. It goes from
repeated daily crashes to only crashing once or twice a week.
