If you send a special frame to the WOL NIC, this will turn on the
power to a powered down computer.  If you really want the packet
format I could probably dig it up.

I'm not really sure why this is really useful, but then again I'm
biased:  my systems are always on and they're always running cron jobs
and they're nearly always busy doing something.  Oh, and the systems
that I use allow me to sensibly access them remotely...
